GOVERNMENT'S ULSTER PROPOSALS.
LONDON, February 16. The "Chronicle " says that the Government's plan is not the exclusion of Ulster, but administrative autonomy of a most generous character, including the control of education, licensing, and police, a Board of Appointments to .prevent partiality in nominations to public offices, arid finally ah effective check on legislation calculated to work adversely to Ulster's interests.
