EXCESSIVE B ARG AIN -MON EY. A French 1 bank has obtained a concession in China to construct a' railway from Yamchow to Hunking, 1000 miles, at a cost of £4,000,000. The preliminary agreement stipulates for the unconditional .payment of £800.000, virtually bargain money. British enterprise stands no chance unless it is similarly financed. PEKIN, February 15. By promising £800,000 bargain-mon-ey, the Franco-Chinese Industrial Bank obtained a concession to construct a railway from Yamchow, via Nanking," Singfu, Yunnanfu, and Hunking.
