FRENCH GARRISONS AFFECTED. MANY DEATHS REPORTED, (Received February 14; 8.10 a.m.) PARIS, February 13. Extraordinary epidemics of scarlet | fever, pneumonia, and cerebro spinal ! meningitis are reported. Eight hundred people are in hospital at Toul, 500 lat Nancy, and many other garrisonsare affected. There have been numerous deaths. The epidemics are due to the overcrowding of 185,000 extra recruits owing to the delay in the construction of new barracks.
