GRATIFYING RESULTS EXPERIENCED.
(Received February 12, 10.30 a.m.) SYDNEY, December 12. Commenting on the Speech from the Throne, and Home Rule, the "Telegraph," in a leader, says:-—"The experience of Australia, South Africa?* and New Zealand has been that . the most gratifying results " have followed the extension to the people of complete control of local affairs. Instead of weakening the Empire and inspiring a desire for separation, it has strengthened the Imperial bond."
