LONDON, February 9. * Mr Keir Hardie, speaking at Wqlvernampton, said it was* Lord Gladstone's duty to see that the Constitution was upheld and Acts of Parliament mot passed endangering the Empire's sta-i bility. The Imperial Government could not shelter behind its' supposed nonresponsibility for the actions of the; South' African 'Government.
