LATE PRESIDENT BLAMED.

LIMA, February 5
President Billinghurst is* generally blamed for precipitating the crisis by a decree enforcing a budget which Congress had rejected.
Congress, at an extraordinary session, nominated a governing Board, with Benavides as acting-presdent, pending the new elections. The Navy has recognised the new Government.
