'_ President Wilson has announced that he would use every legitimate influence at his disposal to secure the repeal-of th provision in the Panama Act exempting American coast-wise vessels from payment of tolls. ' The President, made it clear that he was.unalterably opposed to exemption, and emphasised the fact that he would endeasvdur to, have the clause repealed during the present session of Congress.
