POSITION OF ULSTER.

The *' Chronicle." states that Mr Asquith probably will make a pronouncement regarding Ulster during the debate on the Address-in-Reply. He will make it plain that the Government is ready to make large concessions to meet the Ulster Protestants, Avho' will be assured effective control of local'■services, with safeguards over the judiciary, religion, marriage, education and police; in short, a general measure of home rule within Home Rule. But the Government will be adamant on the question of the exclusion of Ulster.
