The duties of the commission would be to determine the amount of casual labour required from month to month at each season of the year, and .employ that number of hands at a minimum weekly wage, waterside labour to be engaged from the commission and no others employed till the panel was exhausted. The commission should also inquire into and adjudicate on all complaints against or by labourers, and should , lave power to keep the lists purged of undesirables.' Provision should be made for a provident fund and accident ' insurance. The. Board supported the suggestion and appointed the chairman (Mr R. Fletcher) and Messrs C. P. Jones and 11. A.
