REFORM OF TERRITORIAL

(Received November 25, 8.45 a.m.) LONDON, November 24. The Council of the County Territorial Association is submitting to the Premier a now plan concerning the Territorials. According to the "Daily Mail," the Government decided to reconstitute the special reserve and Territorials into ! a second line of the army, raised wholly on a militia basis, whose war establishment can be fixed nuich lower than at: present. ■ • .' ".

Many authorities estimate that in future the field . army will comprise' 150,000, and the garrison ov coast fortress troops 50,000, assisted by small local troops and the regular garrison artillery and engineers. The reform will enable nearly half the Territorials and field artillery to be disbanded.
