The Souse of Commons adopted Mr Lloyd George's new clause to prorate for si, tax of a shilling m the pound o» the' rental value of all rights to worJc mineral's" and of all isifieral wayleayes. The Opposition maintained that minerals were frequently worked by the owners, who, Under the Bill, would have to pay a tax on what they -would have been receiving as a ■ royalty m a case m which someone else had been getting the minerals. Such men would be at a disadvantage compared witb rivals who leased minerals. In response to appeals on behalf of the building trade, Mr Lloyd ■ George exempted : common clay, gravel, cnalK and sand. ' , Mr Bonar Law contended that the claim on behalf of coal and other, rawmaterial was equally just and urgent.
