EXPLANATIONS.
Received June 22, 10.55 a.m. ST. PETERSBURG, June 21. Admiral Voivodsky, commanding the squadron escorting the Czar, states that the firing on the Woodburn was due to the Finnish pilot disregarding signals and steering direct' for'the Czar's yacht. Tho pilot explained that he was unable to* hug the shore, owing to the draught of the Woodburn. . _
