St. Petersburg, Aug 24 Soldiers are driving the trains on the Vistula railway. Reports from Irkutsk state that through a coupling breaking a military train was wrecked, 32 being killed, and 46 injured.

The censor has not allowed the publication of the Moscow municipality's resolutions.

Paris, Aug. 24

Advices from Moscow state that 21 officers who met to discuss the Duma scheme were arrested.
