There are 5,000 Duma voters in Sfc. Petersburg, 12,000 in Moscow, and 7000 in Odessa, with rental qualification. There is intense indignation in Odessa, because •with 50,000 inhabitants the city is allowed only one deputy, the same as Kirsh with its 50,000 inhabitants.

The organisation of an electoral campaign is everywhere forbidden, and the Governors of the towns and provinces are imprisoning and exiling many leading liberal voters.

The officials announce that they have been entrusted with the electoral arrangements and the Zemetvos and municipalities fire not; allowed to co operate with them.
