The Magistrates of Odessa dealt leniently with the cases of pillage and incendiarism occurring prior to the state of 6iego. The leniency is interpreted as a protest against bureaucracy and the presence of the military. Count Lamsdorff thanked Eoumania for the friendly co-operation in connection with the Kniaz Poterakin's surreuder. London, July 14 Twentyfour ringleaders of Odessa disturbances since the state of siege was declared have been hanged in the various prisons. Eighteen more are to be publicly hanged when General Ignatieff arrives.
