Count Muravieff, ostensibly on the grounda of ill health, does not proee'od to Washington. I'hel'rench advices from St. Petersburg state that lii 3 proposed instructions were vague, and that he was not allowed to use discretion or to discuss the dismantlement of Vladivostock, and that he waß restricted in other directions.
