The authorities supplied the provisions and declared there was no coal in the town, and directed residents to leave except troopa and police. Later St. Petersburg directed a refusal of supplies and when the Eniaz Potemkin sent a boat ashore, infantry fired, killing two. The crew of the mutinous fcorjjedoes 1 then fired a shell, which passed over the town. The mutineers are still in the harbour. Trepoff has adopted M. <"c Witte's policy of conceding to Jews electoral rights and eligibility of election to the State Duma or Municipal Council.
