United Press Association—By Electric Telegraph—Copyright Paris, June 28 It is expected that France will accept the conference proposal if the Sultan propose? a programme. The order temporarily prohibiting the transit of Moorish troops and ammunition through Algeria has been rescinded. Germany's reply to M. Rouvier, French Foreign Minister, is courteous and conciliatory, but insists on a Conference, and opposes any preliminary understanding regarding the programme. It admits France's special interest m Morocco, and is willing that the task France has m establishing order and security on the Algerian frontier should be facilitated.
