London, June 23 John Thomas Fisher, nnd Herbert Percival Sievier, betting agents, were charged at Clerkeuwell with defrauding clients. Fisher received one year's hard labour. Sievier absconded. South African Stores Scandal. The Hon. Sir Neville Lyttelton has resigned the chieftainship of the general staff owing to his nominal responsibility for the South African stores scandal.
