The Proposed Armistice.
Adequate Russian Guarantees Wanted, Japan is opposed to an armistice unless adequate guarantee? are given of Russia's good faith. Russia's reply, especially the intimation that she accepted President Roosevelt's proposal if Japan expressed a desire for a conference, has inspired grave doubts in Japan. After two days' hesitation the Japanese Government has waived its objections, considering this course to be the lesser of two evils.
