Russian Minister's Views.
No Negotiations until after the Battle. London, June 17 A Russian Minister has informed the Paris paper " Le Matin " that there will be no real negotiations until the impending battle is decided. Even if she is defeated, Russia will never dismantle Vladivostock or surrender Saghalien, and will never promise not to maintain a fleet in the Pacific. It will be possible, however, to arrange terms respecting Manchuria and Port Arthur, and the payment of; an indemnity It ia anticipated at Washington that peace negotiations will not be commenced in earnest until after the coming battle.
