Received June 17, 8.34 a.m. London, Jane 16 Renter's news agency m Washington reports that while Germany, the United States, and France counsel Japan to propose moderate terms, Great Britain declines to offer advice, holding that since Japan has been victorious without assistance, she ought to be unhampered m her dealings with Russia.
