People's Representatives to be Summoned.

London, June 13 Renter's St. Petersburg correspondent reports circumstances requiring the convocation of the people'^ representatives at the earliest opportunity. As soon as the Government scheme is discussed by the Council of Ministers, and sanctioned by the Czar, it will be embodied in a manifesto or ukase, addressed to the Senate. The elections will be held in the summer, and the new Chamber will meet in the autumn, simultaneously with the Council of State. The St. Petersburg correspondent of the ' Daily Express " says the election will be complicated enough to enable the Government to pack the Assembly. The property qualification will be most elaborate, and the power of the peasant at the election most indirect.
