London, May 16 The prevalence of dust atorms explains the inactivity of the armies in Manchuria. The Russian Admiralty has heard that Togo's vessels were unable to be completely repaired, owing to overcrowding at Sasebo dockyard, and also the absence of certain fittings to replace those damaged. Hence they are not expected to quit their bases in Japan.
