Proclamation by Social Democrats.
St. Petersburg, May 13 Four armed men attempted to blow up the military powder magazine at Schugin, m Russian Poland. The Social Democrats at St. Petersburg urge the workers to make a peaceful demonstration to-morrow. Their proclamation, however, emphnsises the contention that the cause sometimes requires martyrs, and adds that "Red Sunday" produced the Czar's rescript and M. Buluiguine's Commission.
