Important Arrests m Tokio.
Eeceived May 12,12,59 a.m. , London, May 11 Fifteen thousand Japanese are garrisoning Formosa. The mines and fortifications have been greatly strengthened. The police m Tokio arrested Xwasahi, a former naval engineer, and Captain Bougouin, a former French attache, and Bougouin's English step-son named Soange, on a charge of supplying the Eußsians with information.
