United Press Association—By Eleotfic Telegraph.—Copyright London, April 29 Mr Arthur Lee, Civil Lord or the Admiralty, speaking at Goaport, said that, owing to the lessons of the Kusso-Japanese war, the designs of the new British warships were being considerably altered. The new designs are nearing completion, and the first battleship in accordance therewith, which would be the most powerful in the world, would be begun at Portsmouth in the autumn.
