Received April 20, 8.42 a.m. London, April 19 Togo's success m shrouding his movements creates great uneasiness m Eussia. It is reported m Hamburg that Rozjestvenski has despatched several of the fastest of the Hamburg-American line steamers, which were converted into cruisers, to raid Japanese shipping and cau3e a diversion and thus weaken Togo's' strength m cruisers. "Le Temps " declares that it is the constant practice of France not to fix a limit; to the sojourn of belligerent vessels to French territorial waters, but she prohibits hostilities during the stay.
