The Question of French Neutrality

"Le Temps " says that Rozjestvenski while at Madagascar remained outside the limit of French, territorial waters, and there is no evidence he will show less reserve m Indo China waters. "La Temps " h convinced that Japan will approach the inquiry regarding Rozjestvenski's stay m Kamranh bay m a reasonable and moderate spirit, knowing that France has hitherto strictly fulfilled the duties of neutrality.
