(deceived Sept 25, 9.15 a.m.) Constantinople, Sept. 24 The Grand Vizier, in June, overruled, until such time as the Macedonian committee agitation ceased, Natchovitch's proposals for autonomy whereby it was hoped to complete the Austro-Russian reforms. The Sultan now spontaneously offers a similar scheme under Turkish-Bulgarian Commissioners. Bulgaria has replied that she am negotiate only upon written proposals.". ', ' . ■. "■.. ... The Macedonian leaders declare that the Sultan wishes to gain time, as his troops are not prepared for a winter campaign, and will be unable tp invade th.c country until tfce insurrection is suppressed.
