General Merritt has been ordered to proceed to Paris to attend the Peace Conference. .Aquinaldo holds a congress of the leading insurgents, and sends a representative to Paris to urge the establishment of a republic. The agitation is increasingin America against the War Department, especially m regard to the insanitaty condition of the military camps.
