The Agents-General of the varioiis Australian Colonies and Mr Cecil Raikes, Postmaster-General, have arranged a 2sd postage rat© between the Colonies and Great Britain, to come into operation on January Ist, 1890., The rate 1 for postal cards has been fixed at 2d, and it has been decided that unpaid letters, bearing deficient postage, will be charged double rates.
