Sydney-, October 15. The delivery of the Colonial Treasurer'sFinaricialStatement was'blocked .to-night by a discussion as to whether the Speaker of the House of Assembly had the right to remain m the chair, as he was.in an insolvent condition, having called a meeting of his .creditors during the week. Mr Dibbs, leader of the Opposition, demanded tfyat ;tfif Speaker should resign; but the Premier said the opinion expressed by tbe Attorney-General wais that £he Speaker was qualified to remain m the chair until his schedule was filed.
