yidual soldier should be carefully trained m the use of his weapon, and converted ■ so far as possible into the skilful marksman. This is necessarily a very expen sive process, and a due regard for economy has suggested the adoption of different modes of training a soldier to aim and manipulate his rifle m the armies of the Continent. Speaking broadly, the English musketry instructor aims at a higher standard of excellence than his confrere m Germany, Russia, and France, where the training of the soldier m the use of his weapon is effected more on the parade ground than at the butts. It has always been the practice of nations maintaining comparatively small armies to supply the deficiency of numbers by the superexcellence of their markmanship. This was the case with the archers of England m the days of the Plautagenots, and the remark still applies to Switzerland. Tn England many projects have found favour to effect the main object of making the English soldier a good shot at the lowest possible cost. That which has been received with most approval by the military authorities is the system of practice with miniature ammunition and reduced charges. The Morris tube, by which a pistol cartridge is used for practice with a tube that can be applied equally to the Martini and the new magazine rifle, has for some time been adopted by the War Office. There is now invented a safety range with splashless targets, which stop and catch the bullets after they strike a scoring card which records the result of the shot. The merits of these targets have been practically proved by experience at Ilford, Walker-on-Tyne, and Windsor.
