Brussels, August 11. A procession of 40,000 marched through the streets of Brussels demanding universal suffrage. Berlin, August 11. The Kaiser received an ovation m Heligoland. He described the cession as a bloodless victory. It is asserted that the Emperor intends to visit Paris. ♦ St Petersburg, August 11. , Hundreds of Jewish families m Southern Russia are fleeing from the country. Bands are roving about robbing and murdering Jews. Russia welcomes Armenian refugees, but declines to pledge herself to interfere on their behalf.
