Buenos Ayres, August 1. In a manifesto which he has issued Dr Celman attributes th© Revolution to the ambition of a local party m Buenos Ayres, which wished to impose itself and its views on the entire Republic. He also expressed thanks that his authority was supported. Several small riots have taken place m the provinces, and the rioters destroyed a railway line. Troops have been dispatched to the scene of the disturbance. The National Congress and House of Deputies are now sitting for the purpose of forming a new Cabinet Conciliation is likely to be brought about. The Banks m the city have reopened. Reports have reached town that fighting is still going on at Hogas, fifteen miles distant from here.
