[PER rRESS ASSOCIATION.] (Received August 1, 1.45 p.m.) LABOR UlttON. Sydney, August 1. A Mercantile Marine Officers Association of Australiasia is being formed. It ignores the older body, and does not contemplate affilation with labor societies, thus securing a better claim from masters than the Marine Officers Association, which has persistently refused to surrender its right to join the Trades and Labor Councils. This action on the part of the Mercantile Association will have the result of weakening the present Officers Association. The Federated Seamen's Union has adopted the new rules, and confirmed the action of its delegates m presenting demands to ship-owners. Upon the adoption of these rules by the Unions of other colonies twenty-four hours notice of their enforcement will be sent to owners. A STRINGENT MEASURE. A proclamation m the Government Gazette absolutely prohihits the importation of cattle and sheep into New South Wales from all foreign countries and colonies, excepting United Kingdom for a period of two years.
