London, July 6. Government has accepted part of the proposals made by Lord Hartington's Committee for the appointment of a Commission of Inquiry into the defences of the Empire, including the formation of a Council of National Defences. The Premier will be President of the latter, and chiefs of India, Colonial, and Foreign offices will be members.
