French Defences in Southern Savoy.
The Geneva correspondent of the "Daily News" says that attention is being directed to the series of forts and works of defence which France is supposed to be establishing in Southern Savoy, with a view of defending its frontier on the Italian side. These works are carried on with discretion, and no stranger is allowed to approach, but from time to time the commercial travellers who traverse the region, and who go on to Geneva, give curious details'concerning the work carried on by the French staff. The Alpine corps of the French army, of quite recent farmation, have" been going through mountain drills and exercises. Last autumn, during the manoeuvres, a whole battery of field artillery was made •to traverse passages hitherto considered impracticable even for mules. Quite recently the. presence in these heights .of the 12fch Regiment of Chasseurs Alpins was reported. Up to the present the higher passages of the Alps, when buried in snow, were considered as almost impracticable in the depth of winter. Recent experiences tend to prove the contrary, and it is believed that a detachment of disciplined troops ceai -attain without great difficulty the highesfc-firnmmita .during the /severest Alpine whiter, and in the. event of war could "watch the frontiers and so reduce the possibilities of a disastrous surprise to a minimum."- The detachment of the 12fch Battalion of Chasseurs, in spite of a temperature of sdeg. fahr.. have succeeded after traversing unfathomable depths of jsnow, in attaining and crossing the Belledbn and fche Giand Vodene peaks and the ridge of the Chamousset, and many other of the highest summits.
