The Justice Department have issued a circular in which it recommends its officers not to buy any stamps from agents, and so save the commission, which is hardly sufiv, cient to be discovered under a powerful nUcroscope. The circular says,:—" In cases wiicre cash has to bo accepted, the stamps, without delay, bo purchased from a Deputy Commissioner or from the Post Office, and nob from a private dealer." This is hard on the private dealers. Is this Frectrade or Protection?
