The Agents-General hope that the reduction in the cable tariff will, ."be brought into operation before January, if the Colonial Parliaments approve of them without any delay. It is unlikely that England will be a party to any guarantee. An interview has been arranged to take place shortly between the Agents-General and Mr Goschen.
