Statistic*. The Statistical Department has been taking steps to improve the usual statistics by including the population surrounding large boroughs. They find, however, that several bodies. are obstacles m the way, and at present matters'* are at a stand still. Complaints are often made that the vital returns areijof j no good as showing the factual st»te^of< affairs, but the Department seenis powerless to improve matters.
