Berlin, April 8. The Kaiser intends to appoint an Imperial Ministry, with the Chancellor as Premier. He hopes to persuade the Czar to meet the Emperor of Austria at the Silesian manoeuvres in the autumn. It is reported that the Emperor is not averse to a- responsible Ministry.; He dined with Count Bismarck yesterday. . Berlin, April 9
Dr Krauel, formerly Political Counsellor of State, -has been appointed Director of the newly instituted Colonial Office. Herr Retisch, formerly Counsellor to Yon Marsahall, has been appointed under Krauel. Herr Knappe, ex-Consul, at Samoa, who was disgraced by Bismarck and placed on the retired list, proceeds to Africa.
