Pabis, September 7. After creating a special Court to secure Boulanger being declared an'outlaw, the Government has been compelled, although he is absent,, to accept his nomination for a seat at the coming general election, also to permit placards favoring his iriews being posted. This result has created a deal of excitement, and has led to dissensions m the Cabinet, M. Tirard, the Premier, and M. Constan, Minister of the Interior, dispute the right of Boulanger to contest the 'seat. •'--.,■•
