Lord Salisbury has informed Lord Rosebery that it is inexpedient for the Government to summon a conference of the colonies on the subject 0/ federation. Unless tbe cabinet were prepared with a recommendation their intervention would lead to misapprehen: ion. Lord Rosebery re[ lied that Canada and Australia cannot summon the conference, which would have the effect of drawing into closer union the various parts of the empire. Great Britain only, was able to do this. He urged tbe cabinet to receive a deputation on ihe subject.
