TRADE TREATIES WITH JAPAN.
LoWDOif, July 31 Negotiations are progressing between England and Japan for a new commercial treaty on the basis that the former abrogates its special territorial and judicial privileges, while Japan affords facilities to British commerce between the ports and the interior. America and Germany are arranging treaties on a similar footing.
