Lord Herschell, presided at the annual dinner of the Federation League, aud m the course of a speech said the unique feature of the Empire was the absolute incorruptibility ot Crown officials. He opposed Sir C. Tupper's proposals for a convention, ; T'le League was doing great work m destroyiog the traditions of the old school, which were opposed to the retention oi the colonies, Sir W. Jervois said it was useless to ask the colonies to contribute to the Imperial expenses.
