London. June 21. " Truth" says : It is leaking out that Lord Salisbury's agreement with Germany regarding the occupation of Africa is an act of folly. This transpired m consequence of the proposal of British Trading Companies to extend the sphere of their operations, whereat the German press became angry declaring that the extension was a violation of the treaty binding Great Britain not to acquire dominion m South West Africa west of the twentieth degree of longtitude or noith of the twenty second degree of latitude. This practically closes Alrica to British enterprise.
