THE CAPE GOVERNORSHIP.
Sir Henry Loch is unwilliog to accept the Governorship of the Cape, but ia being pressed to do so by the Colonial Office. The Cape Parliament has passed a resolution regretting that Sir Hercules Robinson is not returning, and reaffirming the policy enunciated by him.
