The early retirement of Mr Octavius F. Morgan as member for Battersea m the House of Commons is expected. Negotiations ara already proceeding m connection with the next election for the seat, and Sir Charles Dilke, formerly member for Chelsea, has received a requisition from the Liberal Committee of the district asking him to contest the Seat. Sir Charles, however, replied that he was compelled to decline the requisition m respect to that and all other seats at present, as his time was fully occupied m preparing for the press a great work on the British Empire.
